Jefferson County Callsigns & Radio Identifiers

Jefferson County uses a standardized identifier system for all fire and EMS apparatus. Callsigns are assigned by the Office of Fire and Emergency Management (OFEM). On the CNYICC P25 radio system, these callsigns are encoded into 7-digit radio IDs.

Unit Callsign Format

Unit callsigns follow the format: [Department]-[Vehicle Type]-[Unit Number]

For example, 6-1-2 breaks down as:

  • 6 = Black River (Department #6)
  • 1 = Engine
  • 2 = Second engine in that department's fleet

So 6-1-2 = Black River Engine 2.

Vehicle Type Codes

Code Type Description
0 Chief Officers Chief vehicles for the department
1 Engine Fire apparatus with 750+ GPM pump, water tank, and hose body for structural firefighting
2 Unassigned
3 Mini Pumper/Brush Truck Fire apparatus with 250+ GPM pump for brush fires and limited-access areas
4 Engine/Tanker Combination unit with quick dump capabilities
5 Tanker Water supply apparatus
6 Rescue Fire department rescue trucks
7 Utility Fireboats, squad trucks, UTVs, utility vehicles, fly cars, and other specialty units
8 Aerial Aerial ladders and platform trucks
9 Ambulance Transporting EMS units

Callsign Examples

  • 8-0-1 = Calcium Fire Chief (Car 8-0-1)
  • 3-8-1 = Alexandria Bay Truck 1 (aerial)
  • 40-4-1 = Sackets Harbor Engine/Tanker 1

Personnel Identifiers

Individual personnel identify using their assigned portable radio ID (e.g., "Adams Portable 20") as necessary.

CNYICC Radio ID Structure

On the CNYICC P25 system, Jefferson County units are assigned 7-digit radio IDs that encode the unit callsign. Understanding this structure allows you to identify any unit from its radio ID.

Overview

Prefix Radio Type
451 Fire/EMS Mobile (apparatus radios)
452 Portable (handheld radios); may also indicate EMS mobile or base radios
459 Dispatch / EOC consoles

Mobile Radios (451)

Mobile radios are mounted in apparatus. The radio ID encodes the unit's callsign:

Radio ID: 4510612

    45 1 06 12
    │ │ │ │
    │ │ │ └─ Unit code: 1-2 (Engine 2)
    │ │ └────────── Department: 06 (Black River)
    │ └────────────────── Radio type: 1 (Mobile)
    └────────────────────────── County: 45 (Jefferson)

Result: Black River Engine 6-1-2

More examples:

Radio ID County Type Dept Unit Code Callsign
4510101 45 1 (Mobile) 01 (Adams) 01 Adams Chief 1-0-1
4510851 45 1 (Mobile) 08 (Calcium) 51 Calcium Tanker 8-5-1
4512541 45 1 (Mobile) 25 (Henderson) 41 Henderson Engine/Tanker 25-4-1
4514081 45 1 (Mobile) 40 (Sackets Harbor) 81 Sackets Harbor Truck 40-8-1

Portable Radios (452)

Portable radios are handheld units. Instead of encoding the unit callsign, portables use a simple numbering system:

Radio ID: 4520815

    45 2 08 15
    │ │ │ │
    │ │ │ └─ Portable number: 15
    │ │ └────────── Department: 08 (Calcium)
    │ └────────────────── Radio type: 2 (Portable)
    └────────────────────────── County: 45 (Jefferson)

Result: Calcium Portable 15

Portable numbers 01-09 are typically assigned to chief officers (matching their chief number). Portable numbers 10 and higher are general department portables.

Radio ID Dept Portable # Identifier
4520301 03 (Alexandria Bay) 01 Alex Bay Portable 01 (Chief)
4520302 03 (Alexandria Bay) 02 Alex Bay Portable 02 (Asst. Chief)
4520315 03 (Alexandria Bay) 15 Alex Bay Portable 15
4512520 25 (Henderson) 20 Henderson Portable 20

Note: Some EMS agencies may use the 452 prefix for mobile or base station radios as well.

Base Station Radios

Fire and EMS stations have stationary base radios. These typically use the mobile prefix (451) and end in 00:

Radio ID Station
4510100 Adams FD Base
4510300 Alexandria Bay FD Base
4510800 Calcium FD Base
4512500 Henderson FD Base

Multi-station departments may use suffixes like 98 or 99 for additional station bases. Some EMS agencies use 90 as their base suffix.

Dispatch Console Radio IDs

The Jefferson County 911 Center and Emergency Operations Center (EOC) use dedicated console positions:

Radio ID Location Position Role
4591001 911 Center Position 1 Calltaker (usually supervisor)
4591002 911 Center Position 2 Calltaker
4591003 911 Center Position 3 City PD Dispatch
4591004 911 Center Position 4 Fire Dispatch
4591005 911 Center Position 5 County Law Dispatch
4591006 911 Center Position 6 Calltaker
4591007 911 Center Position 7 Permanent Patches
4591008 EOC Position 1 Calltaker
4591009 EOC Position 2 Calltaker
4591010 EOC Position 3 City PD
4591011 EOC Position 4 Fire
4591012 EOC Position 5 County Law

Quick Reference

If the radio ID starts with... It's a...
4510 through 4517 Fire/EMS mobile radio
4520 through 4527 Portable radio (or EMS mobile/base)
4591 Dispatch or EOC console

To identify the department, look at digits 4-5 of the radio ID and match it to the department number list.
